Enact policies regulating and monitoring the recipients of welfare to ensure funds are being spent responsibly.

The democratic party's policy on welfare is defunct and unregulated. Currently the government is agnostic when dispersing welfare funds. Many welfare recipients spend their "handouts" on liquor and drugs instead of using the money to support a family or take classes to better their situation.

If the government evaluated each recipient to determine how and why they were applying for welfare to a greater extent, the funds could be more effectively rationed. There would be less welfare capital for the recipients who plan on spending their share on non-essentials or recreational intoxicants. Therefore, this would increase the amount of capital available to poverty-stricken citizens motivated to better their social status and financial standing.
