Enact a reasonable measure to ensure budgets are passed in a timely manor

Enter a new policy, where upon failing of a budget to pass a vote or failing to remain out of a deficit, all members of Congress and the House of Representatives shall have their salary reduced to the national average only to be restored upon the passing of a budget that is in the positive.
Such a measure I believe is required to make sure that a reasonable budget is passed and that those that are responsible perform the task they asked the people to vote them to perform. Their position after all is not a job, but a public service.
