Enact a requirement for court systems at all levels to use a special prosecutor for cases concerning law enforcement.

Currently there is a conflict of interest involving the court system and law enforcement. Prosecutors and law enforcement officials must work closely together to do their jobs. This becomes a conflict of interest in any case where a criminal act may have been committed by a law enforcement officer. It impedes a fair justice process because a prosecutor my feel pressured against bringing charges against a law enforcement officer. A special prosecutor should be retained by courts at all levels with the sole purpose of prosecuting cases involving law enforcement officers and other government officials.
