Enact Responsibility in Legislation

Too much legislation in this country written by 3rd parties and passed with earmarks, riders and other devices designed to further the interests of the few at the expense of our citizens.

Each bill introduced to the House or Senate and submitted to the President for signature should have the following:

1) A clear, plain English, declaration of the purpose of the bill

2) A clear statement as to the costs to our nation of enacting and maintaining it

3) Mandatory limits to spending that will conform to statements made in section 2

4) No part of the bill that does not directly relate to the specified purpose of the bill in section 1

5) No member of congress may vote on a bill that they have not read in its entirety with harsh, mandatory penalties for those that do.
