As stated by Frmr. V.P. Cheney, the president of the United States “could launch the kind of devastating attack the world has never seen. He doesn’t have to check with anybody, he doesn’t have to call Congress, he doesn’t have to check with the courts.” It is unacceptable to place this power on D. Trump, H. Clinton, or anyone.
Mr. President, revamp the nuclear control and command system such that:
-A nuclear first-strike requires a congressional declaration of war.
-The deployment of nuclear weapons requires a presidential order that is seconded by officials who cannot be appointed or discharged by the president, and that are outside of his/her command.
May no president victim to anger, poor judgement, mental illness, frailty, vice, or stress be capable of launching a nuclear attack.
