Our goal is a simple one: To put as many roadblocks as possible in front of those who would seek to use a gun illegally, while still allowing law abiding citizens to purchase, possess and use their firearms with only moderate inconvenience.
To accomplish this, we suggest the following actions be taken:
1) Every round of ammunition sold in the United States should be stamped with unique identifier, such as a serial number
2) The sale of ammunition must be registered with the ATF.
3) The registered owner of ammunition used in a crime is to be treated as an accessory to that crime.
4) All ammunition shall sold only at federally licensed vendors who are regulated and inspected by the ATF to prevent fraud.
5) Home manufacture of ammunition requires a federal license from the ATF.
