enact the "School Shepard program"

Make a "Teacher marshal". This would be 3 teachers in a school that have to take a course. Just like public service personnel have to take classes. it would offer a %8 pay raise and there could be 3 positions per school. these people would have to go to school after receiving a criminal back ground check, pass a marksman ship class and most important a high level of safety I do not believe that the 3 personnel should be disclosed to the public. Just a "yes we have them". The locations of these personnel would be the Principles responcibilitie. This is why military bases and police stations are not attached. These people do not want people willing to stand up for themselves, they are looking to be wolves and slaughter sheep. I therefore think this should be called the "Sheppard program".
