Males who failed to register by their 26 birthday-- for the rest of their life--- are disenfranchised from full US civil liberties and opportunities provided to US citizens. NO COST will be expended on allowing these males to comply with the law through this second-chance to register with the Selective Service. By denying these males opportunities because of a mistake made by them, the US government forever punishes them. These men are NEVER afforded a trial to state their case or reasoning for the failure to register. Even a convicted felon serves a sentence and then is released from further punishment. Even illegal aliens are given a "Dream Act." Time is long overdue to enact and allow a SECOND CHANCE registration to encourage over 26 year old males to fully comply with the law.
