This petition puts forth a legislative framework for enacting sensible firearms regulations that allow lawful, sane individuals to own a gun, but aims to prevent felons and those suffering from mental illnesses from gaining access to them.
First, ban assault weapons.
Second, require a gun ownership license with the following requirements:
1. A background check, which disqualifies felons;
2. A psychological exam, which disqualifies those with mental illnesses;
3. Four affidavits, at least two of which are from family members, where the affiant states, under penalty of perjury, that to the affiant's knowledge, the gun owner does not have a mental disease.
4. Mandatory gun insurance.
5. Mandatory gun classroom training.
6. Mandatory shooting range training.
7. Renewal every 3 years.
