Congress should act to limit firearms related murders in the U.S., not by enacting new regulations limiting the Second Amendment, but by addressing the deficiencies in the mental health system which have failed to identify and treat the underlying mental illness and social problems that create these events. Congress shall enact such regulations with the support of law-abiding gun owners, including new taxes on the sale of new firearms and ammunition, as well as sale and distribution of certain media like violent movies, television programs, and video games. Proceeds from these taxes would fund research, access to mental health systems, and enaction of better mental health regulations addressing the root cause of the violent acts.
