Enact a Temporary Moratorium on the Americans with Disabilities Act, to stimulate the construction industries.

Many, many & and small business projects are abandoned or not feasible because of onerous regulations arising from the American with Disabilities Act.
Specifically very small businesses who would otherwise be able to startup & function have a difficult time complying with the ADA.
For a limited time, in deference to the struggling economy , enact an "amnesty" from compliance with the ADA (or certain sections of it) , to allow new projects to startup, that would otherwise not be able to comply. You could then, achieve a phased in compliance, afterward..
If small business is indeed our American engine for growth, this is the kind of boost small businesses need to get going, not endless bickering about miniscule changes in taxation rates.
This change would instantly create a lot of new jobs.
