Enact term limits on both Houses of Congress and limit benifit packages to a time equal to length of service.

It is believed that regular introduction of new members to congress would drastically reduce the influence of special interest groups and reduce political partisanship. I propose a limit of 5 terms for all members of congress and a limit of retirement benifits to a time equal to the time served unless the member completes all five terms at which point their benefits would be considered permanent.
