Congress, Representatives, and Senators have an unlimited amount of terms they can be elected to. So instead of making the most of their terms in office, the only thing they focus on is getting re-elected so they can continue to hold a say in the government and a seat of power. The President of the United States has term limits, so should all other positions. It's what checks and balances are all about.
