Enact term limits for members of congress

Members of congress (both house and senate) are able to consolidate power by taking advantage of incumbency. To prevent this, enact term limits as follows - Any member of congress who has served two consecutive terms is ineligible to run for election for two following terms. This way consolidation of powers could be broken up and fresh talent is infused into congress every decade. Members will not be constantly worried about campaigning or fundraising. Individuals will not be interested in raising and spending hundreds of millions of dollar to obtain a 100k/year job.
