Enact term limits for all federal congressional members. Faze in term limits over 5 years, with 1/5 of the states holding elections at a time. Limit each to 2 terms, 5 years each, and make it so that they cannot hold that seat for that state for 4 election cycles. It's a fair and balanced approach to solving the current disconnect voter's experience with the current congress, and it would go a long way towards fairer representation of those they serve.
