Enact a Time Statute of Timeliness to the entire legislation processes, and to the Appointing of a Supreme Court Justice

Enact time frame limit to act upon legislation to avoid unnecessary delays and abuse of purposeful delaying or politically positioning or partisan delaying of the legislation process of voting or hearing a bill. Including an Appointee of the US Supreme Court in all stages of process. this would take into account vacations, emergencies and any other conflicts. with achieving same results. Only good cause from both senate and house and approval of President may extend a time frame with only one extra time frame per bill and or policy. delaying would result in fine, penalty and or loss of pay for time delayed.
