Enact a two child (family planning) policy in the United States.

As population rates rise across America, resources decline exponentially. There is less land on which to produce food, energy, and other resources; cities become more congested, and pollution (air, trash, electronic) increases.

In order to combat these negative effects on our environment, the United States needs to implement limits on the birth rate in the form of a two child policy.

Allowing a family to have no more than two children will help decrease overpopulation of cities, towns and rural areas, the rate at which we pollute our environment, and the rate at which resources are depleted.

Individuals would be allowed to conceive no more than two children throughout their lifetime (either from the same partner or different partners-i.e. out of wedlock, divorced, separated, etc).
