In order to pay for wars in the past, the United States government has raised taxes. In 1917 when the US entered World War I, the top marginal rate was raised from 15% to 67%. During World War II, it was over 80%. The beginning of the recent conflict in Iraq was marked with an unprecedented DROP in the top tax rate, from 38.6% to 35%. Therefore, I propose a law be enacted that would double the top tax rate and remove all loopholes in the corporate tax as long as the United States is engaged in armed conflict, and would drop this rate back to previous levels once said conflict(s) end. This should encourage far more caution among those in power when engaging the resources of the United States armed forces in future conflict.
