Reduce gun violence by applying the 2nd amendment to its fullest extent (which was the intent of its authors). Congress should enact a "well-regulated militia" and require all gun owners to be members. In order to be "well-regulated," members must undergo monthly mental and physical health screenings/checks, and muster and train monthly. These exercises should be led by our professional armed forces.
