Encorporate a community relations program between law enforcement and individuals in the community.

This petition proposes to address the increasingly antagonistic environment that has been building up to a critical mass between law enforcement officers and the communities in which they serve. Although this issue is deep rooted, I propose that a community relations program to be adopted by law enforcement would be "one small step" in the right direction. Specifically, this program would require that "high risk" individuals in the community who are already incarcerated or those who are not incarcerated and have a community service obligation they need to fulfill, these people, under this proposed program would either be required, or given the option, to undergo a special community service duty whereas they would on a regular basis be accompaning a patrol unit on day and night shift.
