Encourage all States to participate in the PISA test on an individual basis so that every state knows where they stand

The PISA test provides an outside academic affirmation of key educational success and every state should participate so that each state knows in what ways they can improve and so that the U.S can better understand the problem areas in the national education system and generate new and innovative ways to fix those problems and take the U.S education system back to being one of the best in the world.
