Since the early 70s Amtrak has had a no-pets policy, with the exception of service animals. This restriction forces a whole segment of the US population from choosing Amtrak for their travel needs.
Other railroads both in the US (metro-north) and abroad (SNCF) have sensible pet policies that allow pet owners to travel with their animals. In France, for example, dogs pay 1/2 price, and must be leashed and muzzled at all times.
With rail travel in the US is on a steady increase, Amtrak's forty year old policy on pets ought to be updated to reflect the riding public. This should include pet-owners.
