Encourage cities to improve public transportation. By 2050, the population will double. What is a city like LA to do?

Cities outside of metropolitan areas should receive encouragement, tax breaks, and some funding for creating better bus, train, metro, and light rail systems. Studies have shown that people with easy transportation are more productive. Therefore, if cities are more productive, it could help stimulate the economy as well as create jobs that are longstanding rather than temporary. In addition, since we are a nation that strives to be a leader, then why not try to do something novel and create the best (greener and more efficient) public transportation system to weave the nation together? Also, if people are better connected, the better chance for getting a job (greater chance at being healthy, self-supporting/productive, & positive contributor to society) Lessen dependence on state $
