Nationally there are numerous Internet Service Providers(ISP) but on a local level there is no practical competition
There seems to be a nonaggression truce between service providers to not expand into each others territory preventing competition. So we want our government to enforce low (almost unprofitable) pricing wherever there is no direct competition for a specific internet service type. This would encourage expansion
We want real competition so an ISP renting infrastructure from an otherwise competitor should not be considered in competition. A DSL ISP should not be considered in competition with Fiber Optic or Wireless ISP, and vice-versa. Also a grace period for new Fiber infrastructure to recoup setup cost before low pricing enforcement should be implemented to allow expansion.
