Adopting a flat tax rate for federal income tax purposes will put the same percentage tax burden on every American. Currently close to 50 percent of Americans pay no federal income tax, and many feel the rich do not pay a fair share. A flat rate will spread the burden to everyone equally, on a percentage basis, and remove the tax shelters and loop holes that currently provide the most benefit to the upper middle class and the wealthy.
