Encourage Congress to enact a Surplus Budget Amendment, give the President "line-item" veto, and to pay off US debts.

We the People of the United State do hereby demand from our Government a surplus budget, presidential authority to veto the entire bill, veto a portion of the bill, accept a portion of the bill, or to accept the entire bill. We also demand all budgetary surplus be use for the elimination of the Nation Debt.
