Encourage the Congress with an Executive Order to pass a law requiring them to present a balanced budget yearly.

As a hard working people, we, Americans, expect for a job to be done well. The US Congress works about 150-200 days each year and has only a few jobs to do: collect taxes, write legislation, and create a balanced budget. Consistently, they fail to collect taxes efficiently, write meaningful laws, and rarely balance a budget.
I propose, President Obama write an executive order requiring Congress to pass legislation requiring them to pass a balance budget before the session ends without any extensions, with exception to and limited to, acts of God which prevent session. The law must include provisions that prohibit representatives from reelection in the next term, pay and benefit cuts, up to, fines.
If we as Americans face punitive action from lack of performance, so should Congress.
