Over the last decade Californians have experienced a dramatic increase in the personal cost of their higher education, in some years being forced to pay 15% increases a week before the semester began. Proposition 30, passed in November of 2012, stopped the bleeding but has not stitched up the thousands of cuts that occurred. Californians are not alone, other States increase the cost of tuition after a student has started their freshman or sophomore year, leaving no exit strategy to transfer.

Students are stuck. Congress must force public Universities in the United States to lock the cost of tuition for 2 years when a student starts. When someone buys a car, they know how much they will pay a year later... why should education be any different?
