There is a clear problem in America right now with regards to marriage and non-traditional couples. Namely, they are not eligible for the institute, due to it being claimed by religious organizations. I propose the following:
1. Create a federal institute by some as-of-yet unused name (so as to avoid social stigma) into which any two consenting adults not already engaged in such an institute may enter. This institute shall have all of the rights currently conferred upon marriage.
2. Within the federal records, transfer all existing marriages to this new form of institute.
3. Cease to recognize marriage in any legal capacity, only acknowledging the new federal institute, for which any new couples must apply to be granted couples' rights.
This solves both sides of the problem.
