The creation of an official government sanctioned and potentially funded non-profit organization, with the goal of cyber defense of civilian networks, will allow for all organizations to safely volunteer to work together and protect our nations resources in cyberspace. The organization would not necessarily need to be attached to US Cyber Command but should follow a spirit similar to the United States Merchant Marines. This will also allow for and encourage recognition of exceptional and creative efforts by individuals and organizations to improve cyber security.
