Encourage the creation of new, fully-accredited, AFFORDABLE universities.

The administration is clearly interested in higher education affordability, and has been a major supporter of better rates for student loans and more Pell grants, among other policies.

But reforming the current university "system" can only go so far. Given the plummeting costs of online video and assessment, it's time for a NEW system of better, more affordable, and more customer-oriented institutions of higher education.

The administration should research and propose new policies to encourage the formation of new models of higher education, with accreditation based only on the success of students passing nationally-normed tests, equivalent to Advanced Placement but for university-level material.

Let's put the days of paying $15000 a semester for useless auditorium lectures behind us.
