Encourage Dark Sky lighting changes in metropolitan and suburban areas

Dark sky lighting is not only beneficial to local fauna and Flora, but also energy conservative. Despite the necessary changes to physical lighting (domed light hoods, new actual lights, having to push through legislation enforcing citizen and business compliance), money saved due to lowered electricity costs pays itself back over several years.

Not only that, but the capability to see the stars would be motivational or possibly even inspirational to young children who are currently used to seeing a handful of stars in the sky.

We propose national legislation incentivising state and local government to make the change using their public works and infrastructure funds over the next decade and to pass legislation enforcing it locally.
