Encourage the development of an oil refinery along the northern boarder with Canada to refine oil from pipelines from Canada and Alaska.
Make it in an economically depressed area that needs good jobs.
It will provide more security than having all the refineries in the Gulf of Mexico and subject to hurricanes and other natural disasters.
With a location near Canada, we won't need pipelines cutting across the US.
