The Obama administration should encourage the EPA to regulate carbon emissions and impose its new ozone and smog regulations speedily. This is the perfect time to impose major environmental rules, because they will force businesses to use capital that is currently unused to retrofit their operations in accordance with the law. It will save lives throughout the country, cut down on acid rain and other environmental problems, and make the outdoors a nicer place.
