encourage gun control legislation based on gun safety vs. restriction.

Current gun control legislation is contentious, and doesn't seem to actually limit gun crime. We suggest a different approach. We call on the Administration to encourage and support the drafting of legislation to regulate gun practices, based on the NRA's own gun safety rules:

The gun owner shall be legally responsible for any incident, accidental or not, involving it, eg:

-incidents involving unsafe use
-incidents involving guns left loaded
-incidents involving improper maintenance
-incidents involving unauthorized persons gaining access to one's firearm.

Legislating gun safety fits with the constitution, and puts responsibility where it belongs. .
