The President of the United States shall issue an executive order that prohibits the federal government and all of its entities from doing business with companies that do not satisfy all of the following criteria:
1. Zero fatal accidents or illnesses within the previous three calendar years;
2. An OSHA (Occupational Safety and Health Administration) Recordable Case Incident Rate (RCIR) or equivalent equal to or less than the RCIR reported by the Bureau of Labor Statistics for a comparable industry group (i.e., North American Industry Classification System or NAICS classification) during the three previous calendar years; and
3. Zero Notices of Violations from any federal, state or local environmental, health or safety regulations during the three previous calendar years.
