Encourage "on the job" training and certification programs

The government should encourage via tax benefits or other means:

1. "On the job" training

Encourage employers to hire and train unskilled workers into skilled positions specifically to get certified in their field.

2. Certification programs

Encourage all levels of educational institutions to offer shorter study programs that can be completed after hours and on weekends in less than one year.

Programs with several levels of certification lasting a 4 to 8 years would work as long as there are set goals at 1 year or less.

When implemented, expect:

Increased enrollment in higher education
Easier career path transitions
A more skilled and more educated workforce
A reduction in unemployment due to a worker's lack of education/experience
Quick economic boost with long lasting effects
