Encourage legislation holding the last registered owner of a firearm civilly liable for any damages inflicted

We would like the current administration to pass legislation to hold the last legally registered owner of a firearm civilly liable for damages inflicted with said firearm. This would encourage all sales to be processed legally, and all firearm thefts to be reported immediately. A gun owner who properly reported the theft of a firearm would not be held liable, but anyone purchasing a gun for use by someone else, or selling a weapon "off the books" would be. This would strengthen enforcement of current laws without requiring any changes to existing gun laws. It would encourage responsible gun ownership and reduce illegal sales of weapons.
