At present, the majority of unused "dot com" internet domain names have been purchased in bulk by a relatively small number of commercial brokers. These organizations lease their domain names and then encourage leasees to purchase an additional feature that automatically renews their lease at the end of the current period. These organizations also encourage or directly engage in the auctioning of domain names at unreasonable asking prices that are radically disproportionate to the small amount of traffic these unused domain names receive. Both of these activities severely limit innovation by artificially raising the barrier to entry to the individual. We ask that you encourage a "claim stake" policy to prevent automatic renewal and unreasonable auctioning of unused "parked" domain names.
