Stop allocating income tax dollars to rebate electric vehicle or hydrogen powered vehicle purchases. Instead, impose a 2% carbon emissions fee on all new and used vehicle purchases fueled by gasoline or diesel fuels. The funds generated can be applied to the purchase price of non-carbon-emitting vehicles, greatly reducing the initial cost of these new vehicles.

The carbon emissions tax will create a competitive purchase price between carbon-emitting vehicles and clean-emissions vehicles. Electric vehicle and hydrogen vehicle sales will increase, lowering the cost to produce these vehicles over the next few years.
