Encourage responsible gun ownership by requiring annual firearm inspections prior to any ammunition purchase.

Many states have a system requiring vehicles be inspected annually. Implement a similar system for guns. Once a year require gun owners bring their weapons to an authorized inspection site and have the registration number/condition of the gun recorded. Charge a fee/tax for this. Businesses could apply to become an authorized inspection site. A portion of the fee/tax could be passed back to the gun manufacturer as a tax rebate/incentive, which would encourage them to support it. Once the gun has been inspected, the owner is given a certification which they must present, along with their gun permit, when purchasing any ammunition. Only ammunition suitable for the gun listed on the certification could be purchased. People with unauthorized access to firearms could not purchase ammo.
