Encourage the states to adopt federal firearm regulations by withholding federal funding without compliance.

The federal government enacted similar legislation in the Federal Aid Highway Act of 1984 and National Minimum Drinking Age Act, which was upheld by judicial precedent, by allowing states to choose adoption of federal recommendation or accept federal funding cuts. The same should be done with firearms: Instead of creating new regulations on firearms (including the upcoming) the federal government should tie it to funding.
