State secondary schools have mandatory attendance law. This law currently keeps students in school who would be better served in vocational school learning job skills. These students who don't want to be in a captive audience situation have no other choice but to disturb others which takes away from the material being present. I am proposing those who do attend classes for all four years pay next to nothing for college and those who opt not to go have to pay the full out of state tuition to attend a state college. Learning is important, however there are so e students who would learn more and have a better experience simply learning a trade or going into the world of work. This exchange of seat time for lower college would be a benefit to all.
