Encourage states to increase voter turnout by offering tax credits to voters or setting up a lottery system for voting

Throughout the years there has been an increasing amount of political party polarization. Increasing citizen participation will result in more moderate and reasonable politicians getting elected at the state and federal level. Australia has a 95% voter turnout, and that is because they mandate that every citizen votes, and they are fined if they don't. I think the United States should motivate, not mandate that citizens vote by offering small tax credits to those who vote. Another option could be setting up a lottery system within the state where everyone that voted is entered to win, and either a few people could win big prizes or many people could win smaller prizes.
