A majority of public elementary and secondary schools rely on local property taxes for revenue. This funding scheme under-privileges students in poor areas because their schools lack the vast property tax base that more affluent districts utilize. This causes severe inter-district disparities in per-pupil expenditures and disproportionately affects minorities. An educated society is necessary not only for social mobility but for a Representative form of government where decisions are placed in the hands of people.
Increasing funds for disadvantaged districts will ensure that all youth receive a fair education and provide them the necessary tools to become valuable citizens.
