End ACA discrimination of non-Christians

The ACA has a provision which allow exemption from the Individual Shared Responsibility tax penalty for members of recognized health cost sharing ministries. However the regulations on these groups limit recognition to only a handful of Christian only associations, preventing members of other faiths to establish and join such organizations without receiving a penalty. The core principle of these organizations is shared responsibility and they should be treated accordingly.
