That teens at the age of 14 don't understand fully the weight of their decisions and at that age most teens are just starting to go into puberty and it can be a very confusing time in their life. It would also help if there was more funding for the juvenile programs that help these teens deal with their actions and better understand themselves and why they did what they did.
