end all aid given to any country that has record of violence etc. against girls and women in their country

prohibit and end any given aid except that in regards
to humanitarian aid to be given to any given country
that is known for either violence against girls and women
of their country or does not allow the equal rights that
should be given to girls and women of the given
country.
