To collect rain and snowfall in cities to replenish drying reservoirs and other areas in need of water. The idea is not to just plow snow out of the way and have it melt and make a mess, but to vacuum/pick it up and put it to good use by refilling reservoirs in need of water. If new vehicles need to be made than that could also help create some jobs, along with the drivers needed to drive them.
The same idea can also be applied to rain. The rain can be vacuumed up where potential flood areas are or be can be caught as it falls into over-sized hollowed out truck beds.
Snow and rain are both absolutely free and can cause both personal and financial damage. With this it would be possible to both prevent and reduce potential damage along with helping out other areas in need of water.
