The United States Government spends more than $50 billion dollars on foreign aid yearly. This accounts for a about 1% of the budget deficit. This is AMERICAN money being spent on governments and people who are not AMERICAN. NOWHERE in the constitution does is it grant foreign aid. Therefore it is by all means illegal. Ending foreign aid may not change the budget deficit by much but its a step forward.
